It ended a period of crisis over the path to national salvation and opened up an era of fighting for national independence following the path of proletarian revolution. Since its establishment, the Party has held 13 national congresses and is now preparing for its 14th.Writing in the guest book, Party General Secretary Lâm noted that the carefully preserved documents, images, and artefacts vividly retrace the Party’s journey from its early days of sacrifice and hardship, its steadfast struggles for national independence and liberation, to its confident leadership in building, defending, reforming, and developing the country today.He stressed that throughout the course of the nation’s history, the CPV has remained a pioneering force and the standard-bearer of the working class and working people of Việt Nam, as well as of progressive forces worldwide. The topics include national energy security, the use of economic resources, the realisation of the growth targets for this year and following years, and the sustainable development of Vietnamese urban areas.It also properly carried out apparatus reorganisation and streamlining, reformed the working methodology, and held forums and workshops to collect&nbsp;information for research and advisory activities.In his address, Tú urged the commission to keep reforming its thinking and action, elevate the quality of the strategic advisory work, and enhance its capacity for research, analysis, and forecasting – especially in response to major global trends. As German Ambassador to Việt Nam Helga Margarete Barth writes in the book, ties between the two countries show that differences need not be an obstacle but can instead serve as a driving force. Germany and Việt Nam, she adds, share a determination to rise from the rubble to build prosperity.From a political-economic perspective, Stoffers affirms that Việt Nam has become Germany’s “strategic anchor” in Southeast Asia. He argues that the shift from a donor–recipient model to a partnership of equals marks a defining turning point, demonstrating the special importance of bilateral relations.Echoing this view, Marko Walde, Chief Representative of the German Chamber of Commerce and Industry in Việt Nam (AHK Vietnam), notes that German companies do not come to Việt Nam merely in search of cheap labour, but to find innovative partners – helping position Việt Nam as an indispensable link in global green value chains.The milestone “Hà Nội Declaration 2011”, which elevated the bilateral relationship to a Strategic Partnership, is highlighted as recognition of the highest level of political trust and as the foundation for deep and multifaceted cooperation in the following decade.In the book, the entry into force of the EU–Việt Nam Free Trade Agreement (EVFTA) is described as the strongest economic catalyst in the relationship’s 50-year history. For Germany, the agreement, with clear commitments to investment protection and transparency, provides more favourable conditions for German businesses to access Việt Nam – a gateway to ASEAN, which is particularly important as Germany is seeking to diversify its global supply chains.If the EVFTA is the “doorway”, the publication notes, Germany's core technologies and governance mindset serve as the “key”. The establishment of R&amp;D centres by firms such as Bosch and Siemens is cited as evidence of the trust in Việt Nam’s brainpower, a strong shift from labour cooperation to innovation and Industry 4.0 partnerships.Beyond economics, the over-200,000-strong Vietnamese community in Germany are viewed as “social capital” underpinning bilateral friendship, the book observes.Việt Nam’s image in Germany has evolved from one associated with war to that of a dynamic economic partner and an influential country in ASEAN. Exports rose by an average of 10.8 per cent&nbsp;annually, more than double the target. In 2025, total trade turnover was estimated at US$920 billion, placing Vietnam among the world’s top 15 trading nations, with a trade surplus of around $22 billion.Industrial production recovered robustly, with the index of industrial production (IIP) estimated to increase by 9.5 per cent. The amendments give legal form to the policy of streamlining the State apparatus and reallocating the responsibility for State management of judicial records. The draft also introduces a range of forward-looking reforms to accelerate administrative modernisation, digital transformation and renewed methods of oversight in this field.It revises provisions concerning agencies and organisations that require access to an individual’s judicial record information. Such entities will be permitted to obtain this information directly via data-sharing mechanisms that link the judicial-record database with the national population database, thereby removing the requirement for individuals to produce a physical judicial-record certificate.Judicial-record information displayed on the VNeID digital ID application will carry the same legal validity as a traditional certificate, and individuals will no longer need to apply for a certificate. The Government has taken on board feedback and revised the draft law to provide for the issuance of judicial-record certificates through an online procedure. Only a limited number of cases, such as foreigners or persons without a digital identity, may still request a certificate in person or via postal services. The processing time for issuing certificates has been shortened to five working days.Also on the day, the NA adopted the revised Law on Civil Judgment Enforcement, with 91.54 per cent of deputies present voting in favour.As noted in the explanatory report, the draft does not confer full coercive authority upon judgment-enforcement offices. Instead, enforcement officers are empowered only to request competent bodies to freeze accounts, assets, or suspend transactions to prevent asset dispersal. This approach is designed to ensure legal safety while leaving room for socialisation within a controlled framework.In the same sitting, the legislature also passed the amended Law on Judicial Expertise with 92.81 per cent approval.According to the summary report on the draft, the Government proposed maintaining provisions expanding the establishment and operational scope of judicial-expertise offices. However, for specialised areas such as DNA analysis, document examination, digital and electronic forensics, and fingerprint analysis, the offices will only undertake work related to civil and administrative proceedings, while public forensic bodies will continue to handle criminal cases. — VNA/VNS

<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2025/11/6/462655_phaply.jpg" alt=""></figure></td></tr><tr><td>Experts at the forum said that workers&nbsp;are a key factor in ensuring the quality of legal aid. — VGP/VNA Photo</td></tr></tbody></table></figure>HÀ NỘI — Legal aid activities have achieved positive results in recent years, including an increase in the number of cases and recognition of&nbsp;the role of legal aid providers in civil, criminal and administrative proceedings and documents.Vũ Thị Hường, deputy director of the Department of Law Dissemination, Education and Legal Aid under the Ministry of Justice (MoJ), made the statement at a forum titled&nbsp;'Strengthening resources for legal aid for vulnerable groups'.The event was held on Wednesday by the department in cooperation with the Democracy and Law Journal.Passed in 2017 and taking effect in 2018, the current&nbsp;Legal Aid Law&nbsp;has yielded many positive outcomes, but also exposed several weaknesses that need&nbsp;amendment or supplementation.This is why the MoJ this year proposed amending the law, which the National Assembly decided to include in the Legal Framework Building Programme for next year.With practical experience in assisting the vulnerable, lawyer Nguyễn Hữu Tiến Anh, CEO of the Phúc Khánh Law Company, argues that resources for legal aid remain&nbsp;weak, especially at the grassroots level.Many legal aid officers juggle multiple tasks and have not undergone in-depth training, while public demand continues to rise.In Phú Thọ Province, on average each State Legal Aid Centre employs about 10–15 legal aid staff&nbsp;handling hundreds of cases per year.From 2020 until 2024, more than 5,600 legal aid cases were processed in the province, of which 65 per cent were criminal cases.Along with the shortage of personnel, legal aid workers also face&nbsp;constraints in funding, facilities and the use of technology.Coordination mechanisms between prosecutorial bodies, mass organisations and related agencies are&nbsp;sometimes not fully aligned, causing delays in access to and provision of support for the vulnerable. There is also a lack of feedback mechanisms allowing citizens to evaluate the quality of legal services.Expanding scopeHoàng Trọng Nghĩa, deputy director of the State Legal Aid Centre 1 in Bắc Ninh Province, said that through efforts to provide&nbsp;legal aid to people with disabilities, the centre has regularly conducted outreach activities&nbsp;to villages and commune-level people's committees so that people with disabilities can understand&nbsp;their rights under legal provisions and the Legal Aid Law.However, several challenges persist.&nbsp;Financial constraints are often faced by people with disabilities,&nbsp;the scope of legal aid outreach activities is often limited&nbsp;and problems with coordination between prosecutorial bodies and related agencies can impede access to and the delivery of legal aid.Nghĩa has therefore proposed expanding the eligibility for legal aid to all people with disabilities, as well as&nbsp;removing inconsistencies around disability status to ensure that vulnerable groups can access&nbsp;free legal services, protecting their rights and lawful interests to the greatest extent.He suggested strengthening and accelerating legal aid communication to people with disabilities and to the broader community along with agencies, organisations&nbsp;and individuals, and&nbsp;enhancing the responsibility of prosecutorial and investigative bodies and other related entities in handling cases for people with disabilities.To boost resources for legal aid to the vulnerable, lawyer Đào Ngọc Chuyền, deputy chairman of the Việt Nam Bar Federation, suggested expanding the eligible group for legal aid, resolving overlapping regulations related to disabilities and human trafficking victims.He wanted to refine the rule on how legal aid is coordinated within procedural activities, including explaining the right to legal aid to suspects and those under indictment,&nbsp;and continue to improve legal aid policies within national target&nbsp;programmes.Based on the demand for legal aid, each province should also clearly determine the number of people involved in legal aid work, especially legal aid officers, and&nbsp;develop planning and recruit staff to create a pool for appointing legal aid officers.Localities should also increase the quantity and capacity of the team implementing legal aid&nbsp;and simultaneously enhance training, professional development&nbsp;and advocacy skills&nbsp;for legal aid officers and those delivering legal aid.Legal aid officers should also be required to participate in at least eight hours of professional training per year.Other proposed rules include encouraging social workers to participate in legal aid activities, especially experienced practicing lawyers and&nbsp;organising conferences to train skills in applying information technology to monitor, appraise and evaluate the quality and effectiveness of legal aid.Supporting local capacity-building for grassroots staff to build&nbsp;effective online access to legal information via the internet, VNeID&nbsp;and other information technology applications will also be necessary. — VNS

At that same session, in line with the Party’s orientations, the NA adopted a series of historic and far-reaching decisions, including amendments and supplements to the Constitution, the establishment of a two-tier local government model, and the reorganisation of administrative units at provincial and communal levels.
