Exports rose by an average of 10.8 per cent&nbsp;annually, more than double the target. In 2025, total trade turnover was estimated at US$920 billion, placing Vietnam among the world’s top 15 trading nations, with a trade surplus of around $22 billion.Industrial production recovered robustly, with the index of industrial production (IIP) estimated to increase by 9.5 per cent. It integrates and connects all professional workflows, databases and digital services, delivering major efficiency improvements. It also allows procedures to be handled independently of administrative boundaries and geographical distance, reduces the burden of reporting and statistics, and enhances the effectiveness of management and decision-making.A standout feature is the application of artificial intelligence (AI), which automates data extraction, task allocation and progress monitoring. Citizens will be able to interact easily with the system, look up case files, and receive notifications via QR code or VNeID across digital platforms. The platform also forms a unified, accurate and real-time shared database linking civil judgment enforcement agencies with courts, public security forces, the national population database, banks, postal services and other ministries and sectors. This ensures digitalised, automated and more efficient case processing, providing a streamlined and convenient experience for individuals and businesses.Civil enforcement officers access the platform via a shared gateway; after authentication and authorisation, they are directed to specialised modules covering the entire workflow, from file receipt and case acceptance to enforcement, asset handling, fund management and operational oversight.Through the platform and the centre, AI is used extensively to shorten processing times, reduce manual workloads and improve accuracy and transparency. The completion and rollout of the digital platform marks a major step towards a unified, efficient, transparent and citizen-friendly civil judgment enforcement process. The amendments give legal form to the policy of streamlining the State apparatus and reallocating the responsibility for State management of judicial records. The draft also introduces a range of forward-looking reforms to accelerate administrative modernisation, digital transformation and renewed methods of oversight in this field.It revises provisions concerning agencies and organisations that require access to an individual’s judicial record information. Such entities will be permitted to obtain this information directly via data-sharing mechanisms that link the judicial-record database with the national population database, thereby removing the requirement for individuals to produce a physical judicial-record certificate.Judicial-record information displayed on the VNeID digital ID application will carry the same legal validity as a traditional certificate, and individuals will no longer need to apply for a certificate. The Government has taken on board feedback and revised the draft law to provide for the issuance of judicial-record certificates through an online procedure. Only a limited number of cases, such as foreigners or persons without a digital identity, may still request a certificate in person or via postal services. The processing time for issuing certificates has been shortened to five working days.Also on the day, the NA adopted the revised Law on Civil Judgment Enforcement, with 91.54 per cent of deputies present voting in favour.As noted in the explanatory report, the draft does not confer full coercive authority upon judgment-enforcement offices. Instead, enforcement officers are empowered only to request competent bodies to freeze accounts, assets, or suspend transactions to prevent asset dispersal. This approach is designed to ensure legal safety while leaving room for socialisation within a controlled framework.In the same sitting, the legislature also passed the amended Law on Judicial Expertise with 92.81 per cent approval.According to the summary report on the draft, the Government proposed maintaining provisions expanding the establishment and operational scope of judicial-expertise offices. However, for specialised areas such as DNA analysis, document examination, digital and electronic forensics, and fingerprint analysis, the offices will only undertake work related to civil and administrative proceedings, while public forensic bodies will continue to handle criminal cases. — VNA/VNS

There is also a lack of feedback mechanisms allowing citizens to evaluate the quality of legal services.Expanding scopeHoàng Trọng Nghĩa, deputy director of the State Legal Aid Centre 1 in Bắc Ninh Province, said that through efforts to provide&nbsp;legal aid to people with disabilities, the centre has regularly conducted outreach activities&nbsp;to villages and commune-level people's committees so that people with disabilities can understand&nbsp;their rights under legal provisions and the Legal Aid Law.However, several challenges persist.&nbsp;Financial constraints are often faced by people with disabilities,&nbsp;the scope of legal aid outreach activities is often limited&nbsp;and problems with coordination between prosecutorial bodies and related agencies can impede access to and the delivery of legal aid.Nghĩa has therefore proposed expanding the eligibility for legal aid to all people with disabilities, as well as&nbsp;removing inconsistencies around disability status to ensure that vulnerable groups can access&nbsp;free legal services, protecting their rights and lawful interests to the greatest extent.He suggested strengthening and accelerating legal aid communication to people with disabilities and to the broader community along with agencies, organisations&nbsp;and individuals, and&nbsp;enhancing the responsibility of prosecutorial and investigative bodies and other related entities in handling cases for people with disabilities.To boost resources for legal aid to the vulnerable, lawyer Đào Ngọc Chuyền, deputy chairman of the Việt Nam Bar Federation, suggested expanding the eligible group for legal aid, resolving overlapping regulations related to disabilities and human trafficking victims.He wanted to refine the rule on how legal aid is coordinated within procedural activities, including explaining the right to legal aid to suspects and those under indictment,&nbsp;and continue to improve legal aid policies within national target&nbsp;programmes.Based on the demand for legal aid, each province should also clearly determine the number of people involved in legal aid work, especially legal aid officers, and&nbsp;develop planning and recruit staff to create a pool for appointing legal aid officers.Localities should also increase the quantity and capacity of the team implementing legal aid&nbsp;and simultaneously enhance training, professional development&nbsp;and advocacy skills&nbsp;for legal aid officers and those delivering legal aid.Legal aid officers should also be required to participate in at least eight hours of professional training per year.Other proposed rules include encouraging social workers to participate in legal aid activities, especially experienced practicing lawyers and&nbsp;organising conferences to train skills in applying information technology to monitor, appraise and evaluate the quality and effectiveness of legal aid.Supporting local capacity-building for grassroots staff to build&nbsp;effective online access to legal information via the internet, VNeID&nbsp;and other information technology applications will also be necessary. — VNS

The grassroots level was directed to shift from a passive to a proactive and enabling governance model, enhancing socio-economic management and responding promptly to public and business needs.The&nbsp;Party Committees of the Government and the National Assembly were assigned to refine institutional frameworks related to decentralisation, delegation of power, and administrative procedures, particularly in finance, planning, land, and public assets.Matters under the Government's and the Prime Minister’s authority should be addressed immediately, while those under the National Assembly’s jurisdiction should be included in the 10th session of the 15th legislature. All related tasks should be completed by December 15.The Government's Party Committee was directed to review and revise all sectoral legal documents to ensure coherence and feasibility under the two-tier model; restructure and improve personnel capacity; ensure funding for digitalisation, equipment upgrades, and infrastructure, giving priority to remote and disadvantaged areas; integrate shared national databases and upgrade digital infrastructure at the commune level; and propose commendations for outstanding collectives and individuals in implementing Resolution No. 18-NQ/TW. These tasks must be completed by December 15.The Party Committees of the Government, the Vietnam Fatherland Front, and central-level mass organisations were assigned to accelerate the restructuring of public non-business units, state-owned enterprises, and press agencies under their jurisdiction, completing these tasks within 2025.At the same time, the Politburo and the Secretariat approved the immediate updating of land use, construction, and specialised plans — including national defence and security land — to reflect the repurposing of public facilities for administrative, educational, healthcare, cultural, and socio-economic uses in line with the planning law.
