This includes building modern development institutions, developing a modern infrastructure system, enhancing scientific and technological capacity, promoting innovation, improving the quality of human resources, and advancing cultural and human development.The NA will consider measures to enhance environmental protection, climate change adaptation, and ensuring a democratic, equitable, disciplined and safe society, alongside strengthened national defence and security, and a elevated international standing for Việt Nam.Amid rapidly evolving and unpredictable global economic and geopolitical conditions, Yến said the NA will continue to work closely with the Government to monitor developments, develop growth scenarios, and propose both short- and long-term solutions tied to feasible resources, ensuring macroeconomic stability and social security while staying on track with growth targets.The 16th NA is also expected to consider and decide on key measures for fiscal and monetary policy management to achieve double-digit growth.Regarding the State budget, efforts will continue to improve management efficiency and uphold the central budget’s leading role, while maintaining a reasonable budget deficit. Tax policy reforms will be pursued to broaden the revenue base and create fiscal space for infrastructure investment and development.In terms of monetary policy, management will be proactive, flexible, timely and effective, ensuring system liquidity and close coordination with fiscal policy to control inflation and support growth.Yến added that lawmakers are expected to propose solutions to mobilise all available resources, particularly public investment, as a catalyst to unlock other social investment sources for national key projects and inter-regional development initiatives. Priority will also be given to developing new economic models, such as the green and circular economy, alongside accelerating digital transformation across the economy.The first session of the 16th NA is scheduled to open on April 6 and last about 11 working days in two phases - April 6–12 and April 20–23 - with April 24–25 reserved if necessary. — VNA/VNS

<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2026/3/27/493168_5438800253537437_image.png" alt=""></figure></td></tr><tr><td>Maritime law enforcement officers present the national flag and disseminate information on Illegal, Unreported, and Unregulated (IUU) fishing to fishermen at sea. — VNA/VNS Photo</td></tr></tbody></table></figure>HÀ NỘI — Deputy Prime Minister Trần Hồng Hà has urged ministries, sectors, and coastal localities to tighten management and take decisive measures to address shortcomings in combating illegal, unreported, and unregulated (IUU) fishing, following the latest recommendations by the European Commission (EC).Chairing a hybrid meeting on March 27 with 22 coastal provinces and cities as well as Tây Ninh province, Hà requested a thorough review and settlement of the 11 issues raised by the EC’s inspection mission during its working visit to Việt Nam from March 10 to 19.According to Deputy Minister of Agriculture and Environment Phùng Đức Tiến, the EC delegation outlined four key areas requiring more attention: legal framework improvements, management and monitoring of fishing vessels, seafood traceability, and law enforcement.In terms of legislation, the EC recommended introducing stricter penalties, including license revocation and vessel confiscation for serious violations, and classifying acts such as tampering with or disabling vessel monitoring systems (VMS) as major offences subject to maximum sanctions.On monitoring, all registered vessels must be properly marked in accordance with regulations, regardless of whether they are actively operating or docked, alongside strengthened inter-agency coordination to oversee vessel movements and prevent violations.Regarding traceability, the EC emphasised tighter control over seafood, from ports to enterprises and export stages, particularly for container shipments, while urging enhanced inspections at processing companies to detect and penalise the use of illegally sourced materials.In terms of law enforcement, the delegation called for faster handling of violations, improved data consistency among authorities, and mechanisms for addressing delays in local enforcement.At the meeting, representatives of ministries and localities acknowledged persistent shortcomings, including inconsistencies between documentation and actual cargo, delayed sanctions, and fragmented data systems between central and local levels.Concluding the meeting, Deputy PM Hà stressed the need for a proactive, rather than reactive, approach. All vessels detected via VMS as crossing into foreign waters must be immediately classified as violations and handled promptly based on available data, regardless of whether they have been apprehended.Relevant ministries and agencies were urged to swiftly complete a coordination mechanism, clearly define responsibilities, and make effective use of existing data to enhance monitoring capacity, enable early detection, and prevent acts of IUU fishing from afar.He further instructed relevant agencies to ensure unified and real-time data systems such as the national fisheries database (VNFishbase) and the electronic catch documentation and traceability system (eCDT). Violations related to vessel ownership, registration, identification, and transfer must be comprehensively addressed, with stricter sanctions, including criminal proceedings in serious cases.The Deputy PM also highlighted the importance of tightening traceability processes, closing regulatory loopholes, and enhancing supervision of import–export enterprises to ensure compliance with both domestic laws and international practices.At the central level, the Ministry of Agriculture and Environment was tasked with establishing an inter-agency task force and developing a detailed action plan through 2026 to fully implement the EC’s recommendations. The two sides also established 23 pairs of international sister cities, the highest number among Chinese localities.In particular, an early-spring meeting last month between the Secretary of the Guangxi Party Committee and leaders of five Vietnamese localities has ushered in a “new golden decade” of cooperation. The signed agreements cover a wide range of areas with substantial content, injecting fresh momentum and opening additional avenues for collaboration. Since last year, Guangxi–Việt Nam ties have not only expanded in volume but also advanced in quality, gradually shifting from a distribution-based economic model to industrial development and digital transformation, the official noted.Beyond economic links, people-to-people exchange has also ramped up through various cultural and sport activities between border localities. Last year, Guangxi cities, counties, communes, villages and hamlets ran border residents’ festivals and cross-border cycling events with Việt Nam.Notably, the friendship football tournament between China’s Dongxing and Việt Nam’s Móng Cái has continued uninterruptedly for 31 years.
