In today’s complex international climate, he noted, the Party has adeptly managed relations with major powers - maintaining ties with China while building strategic partnerships with the US, the European Union, Japan, and Russia - and has been actively boosting its political and diplomatic influence within the Association of Southeast Asian Nations (ASEAN).This approach has contributed to strengthening the CPV’s image as a steadfast defender of national interests - a particularly significant role given Vietnam’s post-colonial context, he noted.On behalf of the CVFA, the Czech Republic’s oldest and largest organisation dedicated to Việt Nam, Kosy warmly wished the 14th National Congress of the CPV every success. As German Ambassador to Việt Nam Helga Margarete Barth writes in the book, ties between the two countries show that differences need not be an obstacle but can instead serve as a driving force. Germany and Việt Nam, she adds, share a determination to rise from the rubble to build prosperity.From a political-economic perspective, Stoffers affirms that Việt Nam has become Germany’s “strategic anchor” in Southeast Asia. Exports rose by an average of 10.8 per cent&nbsp;annually, more than double the target. In 2025, total trade turnover was estimated at US$920 billion, placing Vietnam among the world’s top 15 trading nations, with a trade surplus of around $22 billion.Industrial production recovered robustly, with the index of industrial production (IIP) estimated to increase by 9.5 per cent. It integrates and connects all professional workflows, databases and digital services, delivering major efficiency improvements. It also allows procedures to be handled independently of administrative boundaries and geographical distance, reduces the burden of reporting and statistics, and enhances the effectiveness of management and decision-making.A standout feature is the application of artificial intelligence (AI), which automates data extraction, task allocation and progress monitoring. Citizens will be able to interact easily with the system, look up case files, and receive notifications via QR code or VNeID across digital platforms. The platform also forms a unified, accurate and real-time shared database linking civil judgment enforcement agencies with courts, public security forces, the national population database, banks, postal services and other ministries and sectors. The amendments give legal form to the policy of streamlining the State apparatus and reallocating the responsibility for State management of judicial records. The draft also introduces a range of forward-looking reforms to accelerate administrative modernisation, digital transformation and renewed methods of oversight in this field.It revises provisions concerning agencies and organisations that require access to an individual’s judicial record information. Such entities will be permitted to obtain this information directly via data-sharing mechanisms that link the judicial-record database with the national population database, thereby removing the requirement for individuals to produce a physical judicial-record certificate.Judicial-record information displayed on the VNeID digital ID application will carry the same legal validity as a traditional certificate, and individuals will no longer need to apply for a certificate. The Government has taken on board feedback and revised the draft law to provide for the issuance of judicial-record certificates through an online procedure. Only a limited number of cases, such as foreigners or persons without a digital identity, may still request a certificate in person or via postal services. The processing time for issuing certificates has been shortened to five working days.Also on the day, the NA adopted the revised Law on Civil Judgment Enforcement, with 91.54 per cent of deputies present voting in favour.As noted in the explanatory report, the draft does not confer full coercive authority upon judgment-enforcement offices. Instead, enforcement officers are empowered only to request competent bodies to freeze accounts, assets, or suspend transactions to prevent asset dispersal. This approach is designed to ensure legal safety while leaving room for socialisation within a controlled framework.In the same sitting, the legislature also passed the amended Law on Judicial Expertise with 92.81 per cent approval.According to the summary report on the draft, the Government proposed maintaining provisions expanding the establishment and operational scope of judicial-expertise offices. However, for specialised areas such as DNA analysis, document examination, digital and electronic forensics, and fingerprint analysis, the offices will only undertake work related to civil and administrative proceedings, while public forensic bodies will continue to handle criminal cases. — VNA/VNS
